Business

Brazil — Business: Social Security

Brazilian social security (INSS - Instituto Nacional do Seguro Social) covers retirement, maternity, sickness, accident, and death/reclusion benefits. Employees hired under the CLT are registered automatically by their employer and receive a PIS/PASEP number; self-employed or voluntary contributors register independently with INSS and use a NIT (Número de Inscrição do Trabalhador) number instead.

Why this matters

Social security registration determines whether a foreign worker in Brazil can access retirement, disability, and health-related benefits, and it directly affects employer payroll cost obligations.

Key facts

  • Brazilian social security is managed by the INSS (Instituto Nacional do Seguro Social)
  • Employees hired under the CLT are registered with INSS automatically by their employer, who assigns a PIS/PASEP number
  • Self-employed workers and voluntary contributors register independently via Meu INSS (app/website) or the 135 hotline and receive a permanent NIT number
  • Employer INSS contribution is a flat 20% of gross payroll (uncapped); employee contributions are progressive, roughly 7.5%-14%, capped at about R$1,017/month in 2026
  • Monthly contributions (GPS for self-employed/voluntary contributors) are typically due by the 15th of the following month
  • Brazil has social security totalization agreements with several countries (including the US) that can allow contribution periods to count toward benefits in either country

Steps

  1. Obtain a CPF — A CPF (Cadastro de Pessoas Físicas) tax ID is a prerequisite for INSS registration and most financial/legal activity in Brazil.
  2. Register with INSS — CLT employees are registered automatically by their employer, who issues a PIS/PASEP number. Self-employed or voluntary contributors register directly through Meu INSS or by calling 135 and are issued a NIT.
  3. Make monthly contributions — Self-employed and voluntary contributors issue a GPS (Guia da Previdência Social) monthly through the SAL system and pay by the 15th of the following month; CLT employees have contributions withheld and remitted by their employer.

Costs

  • Employer INSS contribution (CLT employees): 20% of gross salary, uncapped
  • Employee INSS contribution: progressive, roughly 7.5%-14% of salary, capped at about R$1,017/month (2026)

Timelines

  • Monthly contribution deadline (self-employed/voluntary, via GPS): by the 15th of the following month

Required documents

  • CPF
  • Passport
  • Valid visa or residence permit (for foreign nationals)
  • Proof of address in Brazil
  • PIS/PASEP number (CLT employees) or NIT (self-employed/voluntary contributors)

Common mistakes

  • Assuming INSS coverage is automatic without either CLT employment or active independent registration
  • Not checking whether a totalization agreement with the worker's home country applies, which can affect eligibility for benefits
  • Missing monthly GPS payment deadlines as a self-employed or voluntary contributor
