Key facts

  • The Real Property Register is public but a request needs a stated purpose and legal basis; extracts can be had in person (about 15 minutes), by post (within 3 working days) or online under an agreement with the Central Mortgage Office.
  • Fees per ELRA: EUR 0.58 for online viewing and EUR 1.45 for a paper excerpt; an excerpt has no expiry date and reflects the legal status when issued.
  • The mortgage itself is kept in the Mortgage Register; the property register holds only a note of it, and extracts generally do not show the secured amount.
  • Court orders (claims, title challenges, attachments) appear on extracts, and a prosecutor's or bailiff's seizure decision appears as a note; tax liabilities are not included in register information.
  • Foreign buyers: land, water and forests are open only to entities from EU, NATO, EEA or OECD states; agricultural land, most forestry land, parks and border or defence land are excluded; buildings carry no extra limits.
  • Russian citizens and entities they control cannot acquire immovable property, except holders of Lithuanian residence permits and acquisitions by inheritance; notaries verify compliance before a transfer.

Steps

  1. Identify the Property — Gather information on the property, including the exact address and any relevant documents.
  2. Verify Property Ownership — Check the property registry to ensure clear title and correct ownership details.
  3. Review Zoning Laws — Confirm the property is zoned appropriately for its intended use.
  4. Check Environmental Compliance — Ensure the property meets environmental standards and does not have any pending issues.
