Portugal's electricity and gas market is regulated by ERSE, which publishes the regulated tariff and a quarterly bulletin of commercial offers. In the second quarter of 2026 it counted 282 electricity offers and 183 dual offers, and between 7 and 12 of 22 electricity suppliers had offers below the regulated tariff depending on the type of consumer. In 2026 the regulated transitional tariffs for low-voltage customers on the mainland changed by 1.0% on average. The network access tariffs and taxes are the same in the regulated and liberalised markets, and only the energy and supply component differs. Consumers with the social tariff get a 33.8% discount in 2026. Liberalised suppliers usually revise prices in October.
