Turkey — Property: Buying Process

How a property purchase is completed at the Turkish land registry and what documents are needed.

Why this matters

A relocating person should be aware of the complexities of buying property in Turkey to avoid potential issues and costs.

Key facts

  • Ownership transfers only on registration at the land registry directorate; a preliminary contract does not transfer ownership.
  • Apply to the General Directorate of Land Registry and Cadastre together with the owner; book an appointment at randevu.tkgm.gov.tr or call Alo 181.
  • Documents include property details, photo ID or passport (notarised translation if not in Latin script), a document on the current market value issued by the municipality, and a mandatory earthquake insurance policy for buildings.
  • Photos are needed: one of the seller and two of the purchaser (6x4 cm, taken within six months).
  • A certified interpreter is required if a party does not speak Turkish; a power of attorney can be used for representation.
  • The page lists no purchase taxes or fees.

Steps

  1. Obtain a tax number (Vergi Numarası) — Apply for a tax number at a local tax office (Vergi Dairesi) and provide required documentation, such as a passport and proof of address.
  2. Obtain a residence permit (İkamet İzni) — Apply for a residence permit at the local migratory authorities and provide required documentation, such as a passport and proof of income.
  3. Choose a property and negotiate the price — Work with a real estate agent to find a suitable property, and negotiate the price with the seller.
