UAE — Tax: Double Tax Treaties

The UAE has concluded over 130 double tax avoidance agreements (DTAAs) — among the most extensive treaty networks in the world. Since the UAE itself levies no personal income tax, no individual capital gains tax, and no withholding tax on outbound payments, the practical value of a UAE treaty for a UAE resident is primarily limiting what the source country can withhold before remitting income to them; most treaties allocate gains from share/security sales to the seller's residence country. Recent treaty additions include Bahrain (effective 1 January 2026), Kuwait (effective 2025), and Qatar (effective mid-2025). Newer treaties incorporate OECD/BEPS anti-abuse provisions, including the Principal Purpose Test (PPT), which can deny treaty benefits where obtaining them was a primary purpose of an arrangement.
