Uruguay does not have a separate 'temporary residency then permanent residency' two-tier system the way many countries do — the standard legal residency (residencia legal) process leads to a permanent resident status once approved. Non-Mercosur applicants commonly report a total processing time in the range of roughly 12-24 months (Mercosur-national applicants, who have a distinct simplified track, are often faster). Applicants hold a temporary ID (cédula) while the application is pending, which lets them live and work in Uruguay during that period.
